Yes. A saved report shows the results captured by the person who saved it, using their Confluence permissions. All users viewing the same report on the same page see the same results. If a report includes restricted content, place it only on a page restricted to the same audience.

Yes. Use Templates or Export/Import JSON recipes. Best practice: store recipes on a shared Confluence page (e.g., a Report Library page).
